چکیده:

Although the literature of strategy is comprehensive, the major part of study on the strategy of organizations concentrates around strategy formulation in distinction to the strategy implementation. Separation of these two processes often brings about disappointing results, because a poor understanding of the problem leads to wrong making of strategies. In this situation, some of the researchers of the field of organization and strategy define the making of suitable strategy in a way that could resolve the divergence of formulation from implementation, so that the implementers of the strategy turn into the formulators of it. This suggests the creation of collective strategy that can be defined as the participation of related organizational staffs in all levels to developing creative and innovative solutions in order to encountering with problems or environmental opportunities . We know this created strategy as an action strategy. Noting that the possibility of emerging creative ideas in ordinary group meetings between persons from different organizational levels is low, it seems that using creativity and innovation fostering techniques can be an ideal solution for successful group meetings. In this study after introducing the effective factors that should be considered in creation of collective strategy, the useful techniques for fostering creativity in collective strategy formulation meetings will be ranked according to their importance in the success of creation of strategy
